The light’s Québécois manufacturers call it the “feu de ralentissement éducatif” (educational traffic-calming light), or FRED. They can’t be used for regulating intersections; they can only be used in areas where there’s one lane of traffic each way.
Quebec also has red-light cameras and detectors that automatically issue tickets for speeding (I’m not a fan of those for many reasons). This non-citation behavioral-reward gimmick is an interesting approach to traffic-calming. Though the goal is to teach drivers to slow down to keep the light green, it’s also possible that lead-foot drivers will figure out they can run the red light without consequence.
